Ahmet Berat Çonkar, was appointed Chairman of the Board of Directors of TP-OTC as of January 2024, was born in Ankara in 1976. He is originally from Bolu, Gerede.

Ahmet Berat Çonkar graduated from Department of Business Administration, Faculty of Economics and Administrative Sciences, University of Boğaziçi in 1998. He completed his Master’s degree in Business Administration at the University of Miami. He received a Certificate in International Business Management from the same university. 

He worked as an executive in the private sector in Türkiye and the USA. Between 2007 and 2009, he was an advisor to Prime Minister Recep Tayyip Erdoğan on Economy and Foreign Policy. He was elected Istanbul Deputy for the 24th, 25th, 26th and 27th terms. He served as Vice President of Foreign Relations at the AK Party Headquarters, Member of the European Union Harmonization Commission of the Grand National Assembly of Türkiye, Chairman of the Foreign Affairs Commission of the Grand National Assembly of Türkiye, Co-Chairman of the Türkiye – EU Joint Parliamentary Committee, and Chairman of the Turkish Group in the NATO Parliamentary Assembly (NATO PA). He is still serving as the Co-Chairman of the Turkish – Russian Social Forum, the position he assumed in 2014. He was appointed on June 22, 2023 as Deputy Minister of Energy and Natural Resources. 

Having a fluent command of English and intermediate level of Spanish, Çonkar is married and has 3 children.

Arslan Narin, was appointed Deputy Chairman of TP-OTC Board of Directors as of January 2024, was born in Vezirköprü in 1970.

He graduated from the Faculty of Law, Ankara University in 1993.

He started his career as a Treasury Lawyer by passing the Treasury Lawyer exam organized by the Ministry of Finance with first rank. Afterwards, he worked as a lawyer, legal counsel, 1st legal counsel and Vice Chairman of Turkish Radio and Television Supreme Council (RTÜK). He served as the Chief Legal Counsel and General Director of Proceedings of the Ministry of Finance and as the Deputy Chairman of the Competition Board. Having served as Deputy General Manager at Kardemir Karabük Demir Çelik Fabrikaları Anonim Şirketi and Minister Counselor at the Ministry of Energy and Natural Resources, Mr. Narin was appointed as General Manager of Management Services in the same year. He was then appointed General Manager at the General Directorate of Mining and Petroleum Affairs (MAPEG). 

Cem Erdem, was appointed of TP-OTC CEO and Member of the Board as of January 2024, was born in Ankara in 1971. He is originally from Çaykara, Trabzon. 

Mr. Erdem graduated from the Department of Marine Engineering, Faculty of Maritime, Istanbul Technical University in 1992.

In the early years of his career, he worked as a Oceangoing Watchkeeping Engineer and Oceangoing Watchkeeping 2nd Engineer in public and private sector companies serving in the field of maritime transportation.  Starting his career as an Assistant Maritime Expert at the Republic of Türkiye, Prime Ministry, Undersecretariat for Maritime Affairs, he continued to serve as the Head of the Ship Inspection Department and then as the Head of the Maritime Affairs Department. He worked as Ministerial Counselor at the Ministry of Transport and Communications, Head of Training and Certification Department at the General Directorate of Maritime Affairs, and Deputy General Manager at the General Directorate of Maritime Affairs. 

Cem ERDEM, who assumed the position of the Head of Marine Operations Department of Turkish Petroleum Corporation (TPAO) between 2020-2022, served as the Assistant General Manager of Turkish Petroleum Offshore Technology Center (TP-OTC), a subsidiary of Turkish Petroleum Corporation, between 2022-2023. 

Cem ERDEM is married and has two children.

Bilal Yıldız, was appointed Member of the Board of Directors of TP-OTC as of January 2024, completed his Bachelor’s degree in Economics at Dumlupınar University, where he ranked first in the University. He received his second Bachelor’s degree in Public Administration from Anadolu University and completed his Master’s degree in Economics at the same university. He then completed his Master’s degree in International Finance and Economic Policy at Columbia University. 

Mr. Yıldız started his career as a Tax Inspector at the Ministry of Finance in 2007. He served as Prime Ministry Inspector, Prime Ministry Chief Inspector, Vice Chairman and Deputy Chairman of the Prime Ministry Inspection Board, respectively. He worked as Group Manager at HAVELSAN A.Ş., Assistant General Manager in charge of Finance at Tarım Kredi Birlik A.Ş. and Assistant General Manager of Financial Affairs at KARDEMİR A.Ş. in the private sector. He was appointed in 2023 as Advisor to the Minister of Energy and Natural Resources.

Bilal Yıldız has internationally recognized CIA certificate and Certified Public Accountant and Financial Advisor license. He is married and has a daughter.
