Alparslan Bayraktar
Minister of Energy and Natural Resources of the Republic of TürkiyeAlparslan Bayraktar has served as Minister of Energy and Natural Resources of the Republic of Türkiye since June 3, 2023. He was Deputy Minister of Energy and Natural Resources from 23 July 2018 to 3 June 2023; Director General for Foreign Relations and the European Union and Deputy Undersecretary at the same Ministry between 2016 and 2018; and a Board Member of the Energy Market Regulatory Authority (EMRA) between 2010 and 2016. Before his public duties, he worked in the private sector in Türkiye and abroad.
Active in the fields of energy management and regulation within international organisations, Mr Bayraktar served as President of the International Confederation of Energy Regulators (ICER) and of the Energy Regulators Regional Association (ERRA). He currently serves as Chairman of the Turkish National Committee of the World Energy Council.
Mr Bayraktar holds a bachelor’s degree in Mechanical Engineering from Istanbul Technical University; master’s degrees in economic law from Bilkent University Faculty of Law and in international relations from The Fletcher School of Law and Diplomacy; and a PhD in Energy Economics and Policy from the Middle East Technical University (METU), Department of Earth System Sciences.
